If implemented, I think it needs to be in check. Having a blam/save system given to users could prove abusive or used maliciously if that power is given to users with say a higher blam power or something. However, if it went more on a per-person blam, getting enough people to blam something to delete it or vice versa with the save system. It may work. I think one conclusive thing with users is most people will heavily shoot 5 stars or 0 instead of something in between. I have noticed a spasm in the art boards.
I'm not against memes per-say. but I feel as though if your art is blammed you should take that as a critique to improve. Then again this could give an aura of snobbishness.
Not all art is subjective, a lot is waste for good toilet paper.

In my point of view, it kinda be really annoying for new people.
I have seen lots of new artists trying to have more recognition on this page but they leave when they discover the scouting system, getting a second wall for those new artists that are scouts is the same as saying that you have a vip pass to a club but you have to show your ID anyway.
yeah, there is a lot of people that doesn't follow the rules, that's why the whistle system exists but is kinda dangerous on how you don't know if mods are going to see your message.
And finally, is just too hard to gain attention from people even if you are an scout so using a blam/save system will just be stressful for the artist as you have to make something that the community thinks is acceptable, or even come through lots of bad rating just because that user doesn't like what he sees (like movies from new people getting a rating of 3 stars just because he is new and not for the content he gave).
