If implemented, I think it needs to be in check. Having a blam/save system given to users could prove abusive or used maliciously if that power is given to users with say a higher blam power or something. However, if it went more on a per-person blam, getting enough people to blam something to delete it or vice versa with the save system. It may work. I think one conclusive thing with users is most people will heavily shoot 5 stars or 0 instead of something in between. I have noticed a spasm in the art boards.
I'm not against memes per-say. but I feel as though if your art is blammed you should take that as a critique to improve. Then again this could give an aura of snobbishness.

I also enjoy going through the Art Feed to look for new artists. I find it slightly annoying when a user uploads tons of sketches that are insufficient (A wall of white with half realized ideas...UGH). Hmm, maybe I should tell the person directly next time I see it. I praise good artist more then I help upcoming ones (just an Artlover). I never blam. I have scored very low before though...

I don't fully understand the scouting system myself (as I haven't engaged with it enough), but I can kinda see what you mean.
The Blam/Save system has been a relatively tried-and-true process, for the most part at least, for other works. I don't really see why it wouldn't necessarily work for the Art Portal.
The only things that I'm not completely certain about are your definitions of "low-effort sketches." Sometimes those have their own worth (we wouldn't have Clock Day if it wasn't for the infamous "B" flash movie... that was just an off-center letter B. Kind of a miracle that wasn't blammed out of existence, but it was for the better in the end). Plus a lot are made by kids (my definition of kids, anyways).
The variation spam you mentioned, on the other hand... And how that buries newcomer art... Yeah, that sounds like an issue in need of fixing.
With low-effort sketch I mean poorly photographed half-done sketches on a notebook. The only way those make it to the portal is by lying, since there is a checkbox that says 'This is not a sketch.'
I don't mind speedpaints or sketches in general, but posting 10 ms paint circle and 'L'-for-a-nose drawings is on another level.
@cyangorilla Wasn't aware about the checkmark thing, tho that's cuz of me being more of a viewer of art, rather than an uploader of my own art (to be fixed in the next.... [insert time frame here]).

Never knew it didn't have one. It should though. People can debate the Art V Porn thing until they're blue in the mouth, but one thing we all can agree on is that no one and I mean N O O N E, should create fap material for pedos.

In my point of view, it kinda be really annoying for new people.
I have seen lots of new artists trying to have more recognition on this page but they leave when they discover the scouting system, getting a second wall for those new artists that are scouts is the same as saying that you have a vip pass to a club but you have to show your ID anyway.
yeah, there is a lot of people that doesn't follow the rules, that's why the whistle system exists but is kinda dangerous on how you don't know if mods are going to see your message.
And finally, is just too hard to gain attention from people even if you are an scout so using a blam/save system will just be stressful for the artist as you have to make something that the community thinks is acceptable, or even come through lots of bad rating just because that user doesn't like what he sees (like movies from new people getting a rating of 3 stars just because he is new and not for the content he gave).
